BG Edward H. "Ned" Bailey attended the University of Maryland, Baltimore County, and the Uniformed Services University. His military education includes the Army Medical Department Officer Basic and Advanced Courses, as well as the Command and General Staff College and the Naval War College. BG Bailey most recently served as both the Commanding General of the Medical Readiness Command, Pacific and the Deputy Director of the Defense Health Region Agency Indo-Pacific for the Defense Health Agency.
BG Bailey served in the 82nd Airborne Division from 1984-1987 with 1st Battalion (Airborne), 508th Infantry Regiment, and deployed to the Sinai as part of the Multinational Force and Observers. He commissioned in 1993 and attended the Uniformed Services University, followed by an internship and residency in Family Medicine at Womack Army Medical Center, Fort Bragg (known as Fort Liberty since 2023). Following training, BG Bailey was assigned to 1st Battalion, 159th Aviation Regiment, and deployed to Bosnia-Herzegovina to serve as the Flight Surgeon for Task Force Med Eagle. BG Bailey then moved to Fort Drum, N.Y., and deployed to Afghanistan as the Battalion Surgeon for 1st Battalion, 87th Infantry Regiment, 1st Brigade, 10th Mountain Division (Light Infantry). Upon redeployment, BG Bailey assumed duties as the Chief of Connor Troop Medical Clinic at Fort Drum. His next assignment was as the Brigade Surgeon for the 2nd Brigade Combat Team, 10th Mountain Division (Light Infantry) with a deployment to Iraq. BG Bailey then moved to the 10th Combat Aviation Brigade, where he served as the Chief of the Aviation Medical Clinic and later deployed to Iraq as the Flight Surgeon for Multinational Division-North. BG Bailey then served as the Division Surgeon for the 10th Mountain Division (Light Infantry) with a deployment to Afghanistan as the Command Surgeon for Regional Command-South. He then commanded U.S. Army Health Clinic Baumholder, Germany, followed by attendance at the U.S. Navy War College. BG Bailey then commanded the 86th Combat Support Hospital and Task Force Med Eagle in Operation United Assistance in Liberia. BG Bailey served as the USARCENT Command Surgeon, where he also deployed to Kuwait as the Deputy Chief of Staff (Forward). He then served as Deputy Commander and Commander of the 18th Medical Command (Deployment Support) in Hawaii. Prior to serving as the Commanding General of the Medical Readiness Command, Pacific, BG Bailey's last assignment was as the Command Surgeon, U.S. Army Forces Command, Fort Bragg (known as Fort Liberty since 2023).
